Arc Restraint works by first magnetizing a surface then aligning electric "shackles" around the victim’s arms and legs that surface, rendering him/her immobile. The technique is at its strongest when aligned with the earth’s natural electro-magnetic field, thus holding the person to the ground with a force stronger than gravity.
